Which is the best case scenario for building the next generation of aircraft?

The United States and Japan have agreed to a $1.5 billion deal to build two new fighter jets to replace the aging F-15 fleet, but it’s unclear how long it will take to get the planes ready for flight.

The deal also comes as Japan is trying to diversify its defense budget to offset the expected economic losses from the 2020 tsunami.
